The City of Brooks requires one (1) Recreation Foreman in the Recreation Services Department.
Job Details & Responsibilities:
This position is responsible for supervising and participating fully in Recreation Department activities within assigned range of responsibilities. The Recreation Foreman operates machinery, equipment, and vehicles as required and assists in the administration of staffing needs and the Preventative Maintenance Management systems as required.
ROLES AND RESPONSIBILITIES:
1. Assists the Manager of Recreation & Facility Services with overseeing daily schedules;
2. Supervises and participates fully in all maintenance and contractual activities related to
facility maintenance and operations in the Recreation Department;
3. Establishes weekly work plans in consultation with the Manager of Recreation Services;
4. Participates in the recruitment process of obtaining new hires;
5. Coaches, develops and leads by example;
6. Ensures appropriate training and development is offered;
7. Creates a high-performance culture with a strong team focus;
8. Assists in conducting annual performance reviews;
9. Provides formal and informal feedback to subordinate staff and mentors high potential
employees;
10. Supervises and directs contractors as assigned;
11. Ensures that duties instructed by the Manager are carried out efficiently and safely;
12. Ensures that work practices of all operations staff emphasize continuous improvement
and customer service excellence;
13. Skillfully operates all machinery, equipment, and vehicles required in Recreation
Department as assigned. Ensures that machinery, equipment, and vehicles are properly
maintained as per departmental standards;
14. Assists in the preparation and administration of the budget as required;
15. Assists in the long-range planning and budgeting for areas of responsibility;
16. Ensures that an appropriate inventory of supplies is on hand. Purchases goods and
services according to approved policies and budgets;
17. Responds to public enquiries and complaints according to approved procedures;
18. Ensures that the Recreation Centre, other facilities, and all related equipment and tools
are maintained according to approved standards;
19. Ensures that all dealings with the public and other staff are conducted in a courteous
and professional manner;
20. Ensures that all work performed within area of responsibility is conducted safely and in
compliance with Occupational Health and Safety legislation and approved City policies and procedures;
21. Assists the Manager of Recreation & Facility Services in conducting regular safety meetings;
22. Ensures that departmental operations are conducted in compliance with all environmental legislation and approved policies and procedures as adopted by the City of Brooks;
23. Trains and maintains existing qualifications; and
24. Performs other related duties as assigned.
Education & Experience:
1. Completion of a High School Diploma or equivalent supplemented by one (1) work related program;
2. A Certificate and/or Diploma in Recreation Facility Maintenance & Operations is an asset;
3. Advanced level of supervisory certification supplemented by supervisory experience;
4. Minimum of five (5) years of progressive responsibility in the following areas:
• Operation, maintenance, and troubleshooting of ammonia refrigeration and chlorine water purification systems;
• All aspects of the installation and maintenance of artificial ice surfaces;
• Thorough working knowledge of all provincial and federal regulations pertaining to the safe operation of ice arenas and pools;
• Thorough working knowledge of the administration of a Preventative Maintenance Management System related to Recreation Operations;
• Operation and maintenance of all related mobile and small equipment; and
• Ability to perform physically strenuous work;
5. An equivalent combination of education and experience may be considered;
6. 5th Class Power Engineer Certification;
7. Arena Operator Level II Certification;
8. Advanced Pool Operator Certificate;
9. Building Maintenance II Certification;
10. Life Cycle Risk Management Certificate;
11. SCBA training and certification;
12. Recreation Facility Operator Master Certificate;
13. Valid Class 5 Driver’s License;
14. Clean driver’s abstract;
15. Standard First Aid Certification;
16. Proficient in Microsoft Office;
17. Ability to plan, prioritize and manage own workload including the ability to tolerate frequent interruptions and still meet deadlines;
18. Ability to work well under pressure;
19. Leadership skills;
20. Advanced public relations, written, and oral communication skills;
21. Attention to detail and strong prioritizing and multi-tasking skills;
22. Ability to maintain confidentiality regarding department and municipal matters; and
23. Subject to a criminal record
Compensation & Benefits:
The City of Brooks offers a competitive salary falling within the scope of the Collective Agreement between the City of Brooks and the Canadian Union of Public Employees Local 1032. This position will be paid $35.58 to $40.91 DOE.
This position will accumulate sick leave credits as well as be paid out vacation at 4% of regular earnings.
This is a full-time position (40 hours per week). There is possible weekend, and overtime hours of work as per operational needs. The Collective Agreement including wages can be found online at www.brooks.ca.
Additionally, the successful candidate will receive a free membership to the JBS Canada Centre during their term of employment
