Position Summary
Reporting to the Manager, the Community Services Coordinator is responsible to work with and provide leadership to Council, volunteer boards, local community groups and, not for profit agencies and identified municipal partners. The incumbent will build strong working relationships and develop partnerships.
Core Accountabilities
Monitor, evaluate and update key documents in conjunction with Manager.
In conjunction with the Manager, coordinate all aspects of the County’s Community and Recreation Funding Programs.
Land stewardship through lease/licence execution, grant consultation, life cycle planning and facilitation of construction development as defined by County policy and requirements.
In conjunction with Manager, collaborate with neighbouring municipalities in the facilitation of inter-municipal recreation cost sharing agreements.
Present clear and concise information to Council, volunteer boards, local community groups and, not for profit agencies and identified municipal partners as required.
Facilitate assessments to measure efficiency and satisfaction levels of programs and processes executed by this role.
Act as an intermediary to resolve conflict between community boards and community groups.
Undertake research and special projects as requested, identify emerging trends and recommend changes based on best practices.
Attend inter-municipal meetings as requested.
Execute the County’s internal special event process by working with external special event organizers in meeting the legislative municipal requirements to host a safe event.
Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
Perform other duties and special projects as assigned.
Support & Collaboration
Develop strong working relationships, with Council, volunteer boards, and community groups; provide ongoing guidance and expertise as required.
Liaise with community organizations and community members within Rocky View County and neighbouring municipalities to collaborate, partner, and deliver meaningful outcomes.
Have a general understanding of municipal and provincial legislation as it relates to approvals for events within the municipality.
Work in collaboration with neighbouring municipalities and school boards to develop partnerships and potential joint use opportunities.
Work with community groups to develop long term business plans and life cycle plans.
Leadership
Organizational development through Board orientation and governance support, strategic and business planning facilitation, bylaw consultation and review, meeting management, operational policies and procedures and organizational assessments.
Provide consultation services to community organizations and members of the community within the County and neighbouring municipalities.
In conjunction with Manager, prepare reports for Council and governing boards and committees as required.
Periodically review the existing policies, bylaws, and other governing documents pertaining to the role.
Position Requirements
Completion of bachelor’s degree in a related field along with three years of progressively responsible and diversified experience in Municipal Recreation and Community Services.
Communicate regularly with the Manager.
Demonstrate time management, organizational, problem solving and decision-making skills.
Demonstrate ability to prepare and deliver reports as required.
Assist in the preparation and review of grant funding applications.
Represent the County in a liaison role; demonstrate superior customer service skills.
Demonstrate and model best practices where applicable.
Must have strong written and verbal communication skills.
Attend regular evening meetings as required.
Show initiative and creativity.
Possess the ability to work independently with minimal guidance or supervision.
Experience working with non-profit community groups.
Continued evaluation of processes and procedures to ensure alignment with departmental strategic priorities.
Ability to effectively implement strategies, policies, and operational processes as they relate to facility rentals.
Experience in facilitation, public presentations, and processing detailed information.
Experience in conflict resolution and problem-solving skills.
Proficiency in immediate management accounting.
Proficiency in MS Office suite.
Possess a valid class 5 driver’s license.
